Woolley called the meeting to order at 1:20

The roll
was called with the following members present: Hemphill, LaVallee, Ollivier,
Ripple, Simonson, Chair Woolley. Directors absent: Ellinger. Also present:
Executive Director Mitch Stogner, Legal Counsel Chris Neary, and Recording
Secretary Dina Polkinghorne.

AGENDA APPROVAL
ACTION: Upon motion by Director Simonson, 2nd by Director Hemphill, and carried
(6-0) the board approved the addition of item D.1 �Staff Report� to the agenda.
ACTION: �Upon motion by Director Simonson, 2nd by Director Hemphill, and carried
(6-0) the board approved the addition of item E.3� �Conference with Property Negotiator regarding Johannesson Proposal� to the agenda.
ACTION: Upon motion by Director Ripple, 2nd by Director LaVallee, and carried (6-0), the board adopted the agenda as proposed.
Chair Woolley introduced Mayor Peter LaVallee, the new cities representative on the NCRA Board, representing Eureka in Humboldt County.

D.1����������� Staff Report � Mitch
Stogner
Mr. Stogner provided a report on the recent meeting with CTC and
Caltrans District 1 staff regarding NCRA revenue shortfalls. CTC staff made
some suggestions for NCRA in terms of it�s presentation to the CTC in October
and this issue. Caltrans District 1 Deputy Director, Charlie Fielder, also
suggested that District 1 staff could assist NCRA in overcoming some
outstanding direction from the Caltrans Audit of 2001 � finalizing its Policies
and Procedures Manual, specifically, the accounting component, and the DBE
policy portion of the manual.
