Notice is hereby given that sealed bids for the performance of the work described herein will be received by the Executive Director of the North Coast Railroad Authority ("NCRA") until the time of Bid Opening, at which time the bids so received will be publicly opened and read aloud. Bid Opening will be held at NCRA’s office located at:

Ukiah, CA 95482

Bids received after the date and time stated above will be rejected as non‑responsive. It is highly recommended that all bids be hand delivered.


The time of completion shall be 120 calendar days if award of contract is based on Bid Alternative A or 90 calendar days if award of contract is based on Bid Alternative B, commencing one calendar day following issuance of the Notice of Award by NCRA.   Notice of Award is scheduled on May 19, 2004, pending resolution of administrative matters and Approval by NCRA Board of Directors.  The Bidder and all his subcontractors to whom the Contract is awarded must, at the time of award, possess current licenses as required by the California State Contractors License Board for the area of work for which they have bid.


All projects require that the Contractor and his subcontractors shall pay their employees not less than the general prevailing rate of per diem wages, copies of which are on file with NCRA at the above address (Labor Code Sections 1770, et seq.).


Performance Bonds and Payment Bonds are not required on bids less than $25,000.  However, a Bidder's Bond is required on all bids. Bids shall be submitted on the original forms, signed by authorized personnel provided in these Contract Documents.

It is the policy of NCRA that no person shall, on the grounds of race, color, religion, ancestry, national origin, age, disability or sex, be excluded from participation in, be denied the benefits of, or be otherwise subjected to discrimination under any program or activity conducted by NCRA.


In accordance with California Public Contract Code § 22300, Contractor may substitute securities for any money withheld under "Invoicing and Progress Payments" of General Conditions. At Contractors request and expense, securities equivalent to the amount withheld shall be deposited with NCRA, or with a state or federally chartered bank as the escrow agent, who shall pay such monies to Contractor. Upon satisfactory completion of the contract, the securities shall be returned to Contractor.


NCRA reserves the right, to reject any or all bids, to waive any informality in bids, and to accept or reject any items of the bid.

Willits Rail Yard

A site inspection will begin promptly following the Pre-Bid Conference.  This will include a tour of the Willits Yard, inspection of waste storage units, and a discussion of the similarities/differences with the remaining sites. All sites except Island Mountain are accessible to prospective Contractors at their own cost; however, waste storage units will be locked. Although not visible, the inventory at each site may be determined by review of the waste inventory sheets attached as Tables 1, 2, and 3.  Contractors are instructed to base their bids on the information shown on the plans and these Specifications, including the waste inventory sheets.
